It was accepted that the meeting was called in legally.

3. Chairman for the meeting.

President of the association is the chairman in the Executive Committee meetings. Here Timo Nurmilaukas.

4. Question of “Owners of All Rights”

During the period since IZCA Annual General Meeting in Hoorn 2006, EC is not got any additional information that had proved, that anybody else than company called “Superstride LTD” is the “Owner of All Rights” of the Zoom8-dinghy .

Therefore Superstride LTD has rights to give out the building licences for boats, sails and equipment producers.

To keep smooth supplying of boats, sails and other equipment as long correct building licences are done, it is important to accept and continue co-operation with the existing Licence builders:

Altair Ltd, St Petersburg, Russia

Aerodynamics Oy, Lovisa, Finland

BB Sailing IS,  Veile, Denmark

and licenced equipment suppliers:

Sails: Doyle Sailmakers, Lovisa, Finland

Rudders and Daggerboards: E&V Foils AS, Haapsalu, Estonia

Masts: Exel OY, Mäntyharju, Finland

Mast Collars: Illby Plast OY, Illby, Finland

EC found that for the development of the class, it is important to support finding new licensed Zoom8 boat builders in new areas and consider  the development of new type of sail.

EC asked Heikki to start negotiations to find Zoom8 class measurer as soon as possible. First person to ask is Erik Zimmermann, Austria.

5. Financial situation

The bank statement of 24th of January proved that annual subscriptions of 2006 were paid by Finland, Austria, Sweden and Norway. No payments had been done.

EC asks all countries to speed up settling the annual fees of 2006.

According to the financial statement from Koen Koetsier, there are also some countries, who have not settled their annual fees of 2005.

There was request from Russian Zoom8 Association, to help them to collect the European Championship entry fees thru the IZCA bank account. EC found, that it is possible.

6. Class Rules

Listening Heikki’s overview of the Class Rules EC found that:

- it is possible to publish new Class Rules and Builders Manual with all submissions, that were agreed in Hoorn, on ISAF web page during the February 2007

- the setup of Class Rules and Builders Manual are very complicated.

Heikki will work thru all different technical documents and will come out with

suggestion how to make Builder Manual, Class Rules and all annexes

clearly understandable and readable. Decision about that will be done in General Annual Meeting 2007.

7. Constitution

EC decided that it is necessary to simplify the existing Constitution to make it easier to understand. Timo will come out with suggestions so, that new version can be agree in Annual General Meeting 2007.

9. Zoom8 Class Euro Cup 2007

EC decided that there will be six Euro Cup competitions in 2007.

For 2007 following competitions were appointed:

1.      Lake Garda regatta in Italy 31. March – 02. April

2.      Sail extreme regatta in Denmark 25. – 28. May

5.      World Championship in Austria 30.July – 04. August

6.      Olympic regatta in Sweden 06. – 07. October

For scoring system will be used Laser class ranking list formula:

Ranking list point = ((C+1)-P/R)*(100/(C+1))*((C+1)/C) *F

Where:

C – competitors

F – Factor

R – races

P – points of final result

Factors:

1 – 2 nations: Factor 1.0

3 – 4 nations: Factor 1.1

5 – 8 nations: Factor 1.2

9 and more nations: Factor 1.3

Price giving for 3 best in boys and girls group will happen together with the last ranking competition ceremony in Stockholm

10. Situation with Zoom sailing in Germany

Meeting with Mr. Dirk Piechowiak  and young Zoom sailor  Laszlo Johl, EC

found, that there are enthusiastic people in Berlin who wish to carry on the

Zoom8 sailing in Germany.

There are up to 12 active Zoom8 sailors in Germany today, who are concentrated to Berlin and Stralsund.

EC will talk with Germany Sailing Association, to get more attention and support to the Zoom8 class in Germany.

11. Other questions

To ensure smooth boats and equipment transport over the Russian border during the European Championship, EC will ask Championship organisers to send to all participants list of documents conserning boats, cars and trailers, that are needed to cross the Russian border.
